Would the government ever create Zombies?

All these myths have bases. Vamps are canibals, werewolfs are based on people with a certain disease that makes them hairy, but they cant be created. I have heard about these things called chemtrials, with was government planes spaying high amouts of Barium over isolated cities. Barium cause low immune systems so maybe they were supposed to give them something else..... What I am wondering is if an unknown group (like umbrella in Resident Evil) could ever creat such a creature. Have you heard any news about something like this? I have also heard that the swine flu was man made. A weapon for war by the people who made them. Fused with bird,pig, and human flu. Do you think this could be a prototype of a so called zombie flu?
