My 2 month old for the past two days has been putting his hands to his mouth q?

wanting to suck. The poor little thing, it is whatever finger he can get in there or he'll even suck on his hand. My question is this, is he hungry? The reason I ask that silly question is because he would do this like a hour after I have fed him. But right after I DO feed him he seems very satisfied. When he sucks on his fingers or hand, I try to give him a pacifier, but he won't take it. What do you think?
